"Das Vertrauen der sauberen Athletinnen und Athleten in das System und in die Anti-Doping-Institutionen ist erschüttert", sagte Dr. Andrea Gotzmann, Vorstandsvorsitzende der Nationalen Anti Doping Agentur (NADA) bei der Jahres-Pressekonferenz im Haus der Bundespressekonferenz in Berlin rückschauend auf das Jahr des fünfzehnjährigen Bestehens der Stiftung. "Grund dafür ist nicht alleine die Faktenlage über das Betrugssystem im russischen Sport, sondern, dass keine nachvollziehbaren Konsequenzen daraus gezogen werden", so die Vorstandsvorsitzende der NADA.
"Die NADA hat im internationalen Zusammenschluss von 20 Partnerorganisationen adäquate Maßnahmen gefordert. Die umfangreiche Expertise der Nationalen Anti-Doping-Organisationen und der WADA müssen die zukünftige Anti-Doping-Arbeit noch stärker prägen. Nur so kann das Vertrauen der Athletinnen und Athleten langfristig zurückgewonnen werden", sagte Gotzmann.
"Die WADA muss die Möglichkeit haben, Organisationen, die sich nicht an die Regeln halten, sanktionieren zu können", ergänzte Dr. Lars Mortsiefer, Vorstandsmitglied und Chefjustitiar der NADA. Der neue Internationale Standard für Compliance trägt dazu bei, Lücken in der Anti-Doping-Arbeit zu schließen.
"Dank des Engagements unserer Stakeholder, insbesondere der nachhaltigen finanziellen Unterstützung der Bundesregierung, konnten wir uns in Deutschland für saubere Leistung stark machen", erläuterte Gotzmann. Im Fokus des Kontrollsystems stand das Testprogramm im Vorfeld der Olympischen und Paralympischen Winterspiele in PyeongChang. Erstmals wurden Proben aller Teilnehmerinnen und Teilnehmer in die Langzeitlagerung überführt und können zu einem späteren Zeitpunkt erneut analysiert werden.
Das NADA-Präventionsprogramms "GEMEINSAM GEGEN DOPING" konnte quantitativ und qualitativ, insbesondere auf Länder- und Vereinsebene, weiter ausgebaut werden. Das Präventionsprogramm der NADA wurde vom Landespräventionsrat Nordrhein-Westfalen zum Projekt des Monats Juli 2017 gewählt.
"Die NADA hat zudem die Zusammenarbeit mit den staatlichen Ermittlungsbehörden intensiviert und den Schutz von Whistleblower weiter verstärkt", erörterte Mortsiefer. Weiterhin hat die NADA umfangreiche Maßnahmen zum Daten- und Persönlichkeitsschutz der deutschen Sportlerinnen und Sportler unternommen.
Um die Anti-Doping-Arbeit in Deutschland weiter zu verbessern, hat die Stiftung seit Anfang 2017 den Aufbau eines internen Qualitätsmanagementsystems forciert. Im Mai 2018 ist die NADA nach der international anerkannten DIN-Norm ISO 9001 durch den TÜV Hessen zertifiziert worden.
"Anfang 2018 hat die WADA unsere Arbeit in Deutschland für compliant erklärt. Damit wurde uns bestätigt, dass wir eine Anti-Doping-Arbeit nach internationalen Vorgaben und Standards umsetzen", führte Gotzmann aus.
"Wir wissen, welche gravierenden Gesundheitsschäden durch systematisches Doping hervorgerufen werden. Daher ist unser wichtigstes Ziel, der Schutz der sauberen Sportlerinnen und Sportler und der Einsatz für ihre unersetzlichen Momente", resümierte der NADA-Vorstand.

Regain trust: strengthen independent anti-doping work
"The trust of clean athletes in the system and in the anti-doping institutions is shaken", said Dr. Andrea Gotzmann, Chairperson of the National Anti Doping Agency of Germany (NADA) at the annual press conference at the House of the Federal Press Conference in Berlin, in reference to the year of the foundations fifteenth anniversary. "The reason is not only the evidence of the fraud system in Russian sports, but that no meaningful and transparent consequences have been drawn from it", said the CEO of NADA Germany.
"NADA has called for effective actions within the international association of 20 National Anti-Doping Organisations. The comprehensive expertise of National Anti-Doping Organisations and WADA must further shape future anti-doping work. This is the only way that athletes' trust can be regained in the long term", said Gotzmann.
"WADA must be able to sanction organisations that do not comply with the rules", Dr. Lars Mortsiefer, Member of the Board and Director Legal of NADA Germany, added. The new International Standard for Code Compliance helps to close gaps in anti-doping work.
"Thanks to the commitment of our stakeholders, in particular the sustainable financial support of the German government, we were able to stand up for clean performance in Germany", Gotzmann explained. The focus of NADA's testing program was on the doping control program in the run-up to the Olympic and Paralympic Winter Games in PyeongChang. For the first time, samples of all participants were transferred to long-term storage and can be analyzed again at a later date.
NADA's prevention program "TOGETHER AGAINST DOPING" has been further developed both quantitatively and qualitatively, especially at state level and within sports association. The prevention program of NADA Germany was chosen by the State Prevention Council North Rhine-Westphalia as the project of the month July 2017.
"NADA has also intensified its collaboration with public investigative authorities and further strengthened the protection of whistleblowers", Mortsiefer said. Furthermore, NADA has taken extensive measures to protect the data and privacy of German athletes.
In order to further improve anti-doping work in Germany, the foundation has been promoting the development of an internal quality management system since the beginning of 2017. In May 2018, NADA has been certified according to the internationally recognized DIN standard ISO 9001 by TÜV Hessen. This provides greater confidence in the sytem for athletes.
"At the beginning of 2018, WADA declared our work in Germany compliant. This confirms that we are implementing anti-doping work in accordance with international requirements, standards and guidelines ", Gotzmann illustrated.
"We know which serious health effects are caused by systematic doping. Therefore, our main goal is the protection of clean athletes and the protection of their irreplaceable moments", NADA's Board summed up.
